Retired Macomb County employee named to Ethics Board, pending final OK - The Macomb Daily

A former 24-year employee of Macomb County and member of the county employee retirement association has received tentative appointment to a five-term on the county Ethics Board.

Carol Grant of Harrison Township was unanimously named April 7 by the county Board of Commissioners’ Government Oversight Committee to fill a vacancy created Feb. 1 when former Ethics board member Paddy Laske’s term expirred and she declined to seek reappointment.

The addition, which was recommended by County Executive Mark Hackel, goes to the April 27 full board meeting for final approval.

Starting in 1997, Grant worked for 20 years as a judicial secretary in Macomb Circuit Court, four years for the late George Montgomery and 16 years for Judge Matthew Switalski. She worked as administrative assistant in the Treasurer’s Office from 2016 to 2018, before retiring. She had a two-year, part-time stint in the Prosecutor’s Office ending in 2020.

She has been a director for the Macomb County Retirees Association since 2018 and served over five years as a trustee on Macomb County Retirement Commission over a seven-year period ending in 2019.

She currently is employed as a “front desk executive” at a Macomb County law firm.

The five-member Ethics Board, chaired by Donald Amboyer, is an “independent oversight board to ensure public confidence in the integrity of county government,” its website says.

It was created in the county charter that took effect in 2011.

It accepts, investigates and renders decisions on complaints over violations of the Ethics Ordinance and can provide an advisory opinion, and develops and implement rules. It provides educational materials and training that are available for employees and vendors.

In providing the committee with a verbal annual report at the same meeting, Amboyer said the board received only one complaint last year, which was dismissed. Prior years have had more complaints. He attributed the lack of complaints to online training provided by the board. He said 469 employees and 61 vendors viewed online training in 2021.

“I feel a lot of that has been due to online training and professional development,” he said.

The Ethics Board in 2016 and 2018 revised the ordinance with the county board’s approval.

The board spent $467 of its $5,000 budget last year, Amboyer said.

Board members are not paid. Other members include Vice Chair Dorie Vazquez-Nolan, Secretary Darnell Blackburn and Anne Rescoe.
