Middleburg Heights commission tables Vitalia senior housing project pending variance review - cleveland.com

MIDDLEBURG HEIGHTS, Ohio – A Vitalia Active Adult Community proposed for Middleburg Heights received a Planning Commission review on July 13, but due to multiple variances needed in order to proceed with the project, it was tabled to enable the Board of Zoning and Appeals to take a look at the plans as well.

“I have no problem with the concept of what they’re doing, but there are a lot of things here that should be handled in BZA before we’re even seeing this,” Planning Commission Chairman Anthony Crea said.

The BZA will review the plans at its Aug. 17 meeting, with the next Planning Commission meeting slated for Aug. 24.

Site plans indicate several one-story villas, a three-story assisted living and memory care facility, and a four-story building containing independent living apartments. The complex would be located on 11-plus acres at 19150 Bagley Road, near Southwest General Health Center. Units would be offered for lease only.

Commission member Con Sullivan specifically commented about the independent living apartment building.

“I certainly want to know how the fire department feels about the fourth story because of the type of residence it is,” Sullivan said. “I just want to make sure (the fire department) is comfortable with it, that there are safety measures in place if there are issues.”

Gary Biales, vice president of development for parent company Omni Smart Living, explained three properties comprise the development area, and there are “a lot of wetlands on the site.”

“(Pending receipt of a required permit), we’re planning to fill in under half an acre,” Biales said. “That will leave about 2 acres of wetlands on the site.”

He said he has had conversations with Cleveland Metroparks officials about trail access behind the property.

“They have agreed to let us connect to their path,” Biales told the commission. “We would also like for them to take a wetland from us, so they can then control it.”

Building Commissioner Norm Herwerden said the city will continue to work with Biales to refine the project plan.

“We should have all the bumps and issues worked out before it comes back to (Planning Commission),” Herwerden said. “This is a huge project on Bagley Road, and it’s important that we all get it right.”
