As esteemed leaders committed to alleviating suffering and ensuring regional stability, we respectfully write to you on behalf of the below listed international and humanitarian non-governmental organisations (NGOs) working in Sudan. We urgently appeal for your support and intervention in facilitating humanitarian access, especially in overcoming the critical issue of pending visa applications and travel notifications and approvals for humanitarian NGOs.
The current situation in Sudan demands immediate humanitarian action – thousands have been killed, at least 3 million displaced and millions more are vulnerable to disease, hunger, and other risks. Whilst some UN agencies and organisations have been able to secure a small number of visas, there are currently over 110 humanitarian NGO visa applications indefinitely pending, many for more than two months now. Several NGOs have not received a single new visa in the past three months. This is further aggravated by the lack of a clear system that appears to preference particular profiles without clear justification on humanitarian grounds as well as the significant challenges NGO workers who remain in country face in renewing their residency permits or extending their visas. This severely impedes the collective ability of the humanitarian system to provide vital and timely assistance to people around Sudan.
Recognising the concerns for security and stability expressed by the Sudanese authorities to limit visa issuance to NGOs, we nonetheless kindly request your esteemed influence to expedite the resumption of visa issuance for all humanitarian NGOs. We also kindly request that a new process for visa issuance with clear timelines and approval processes is outlined in the coming week. There is not a moment to lose in the provision of life-saving aid.
We were heartened that in the past rounds of talks in Jeddah both sides had committed to facilitating humanitarian access, and this was also a conclusion at recent meetings in Cairo and Addis Ababa, in line with obligations to international humanitarian law. We kindly request that these commitments now translate into action, and for all currently pending visa applications to be issued.
Thank you for your dedication to supporting humanitarian efforts that directly improves the lives of people affected by war. Together, we can limit the suffering of civilians.

More than 5 crore cases pending in courts in India - IndiaTimes

CHENNAI: The Union government has informed the Parliament that more than 5 crore cases are pending in all the courts across the country

Responding to the question of DMK MP Tiruchy N Siva, Union Minister of law and justice (independent charge) Arjun Ram Meghwal on Thursday said that as on July 14, there are 60.62 lakh cases pending in the high courts and 4.41 crore cases pending in the district and subordinate courts. As per the data retrieved from the Integrated Case Management System (ICMIS), there are 69,766 cases pending in the Supreme Court, as on July 1.
The minister also informed the house that to speed up the ongoing trials the sanctioned strength of the judges has been increased and the appointment of judges are carried out. In the last 9 years, 56 judges were appointed to the Supreme Court.

In the high courts, 919 new judges were appointed and 653 additional judges were made permanent. The sanctioned strength of the judges in high courts was 909 in 2014 and it has been increased to 1,114 at present.
Similarly, the sanctioned strength of the judges in the district and subordinate courts was 19,518 in 2014 and now it has been hiked up to 25,246.

Pleasanton native charged with multiple sexual assaults, other investigations pending - Pleasanton Weekly

A man who grew up in Pleasanton is facing felony charges in two sexual assault cases from multiple counties and has been the target of at least two rape investigations reported to Tri-Valley police departments, the Weekly has learned.

Austin Nguyen, 26, was arrested by a federal task force in his current hometown of San Diego last month on a warrant out of Santa Cruz County stemming from sexual assault allegations from last decade that were first reported to law enforcement in recent years.

The Weekly has confirmed that Nguyen, who graduated from Foothill High School in 2015, was also named to the Pleasanton Police Department and the Livermore Police Department as the prime suspect in separate rapes reported to those agencies. Both Tri-Valley cases were forwarded to the Santa Cruz County District Attorney's Office for consideration of charges, but the status of that review is unclear.

Nguyen, who had an initial court appearance on July 7 after being transferred to Santa Cruz County Jail, was released from custody on July 11 after posting bail, according to online court records. His arraignment, where he is expected to enter a plea to the six-felony complaint, is scheduled for next Thursday (July 27).

Santa Cruz-area attorney George Gigarjian, who is listed as Nguyen's retained defense counsel, did not respond to multiple requests for comment this month.

Charges were officially filed against Nguyen on May 15 following a multi-agency investigation led by the Santa Cruz County Sheriff's Office, with authorities alleging crimes against separate victims occurring in unincorporated Santa Cruz County and El Dorado County.

One set of charges applies to sexual assault allegations occurring between 2015 and 2016 against one victim, while the other set pertains to an incident in November 2015, according to Santa Cruz County deputy district attorney Michael Mahan, who is prosecuting the case.

Nguyen has been charged with two counts of sexual battery and one count each of sexual penetration by force or fear, oral copulation by force, rape of an unconscious victim and rape of a drugged victim, as well as two special allegations of committing serious felonies.

More than a month after the felony complaint was filed in the Santa Cruz County Superior Court in May, Nguyen was taken into custody on the related arrest warrant in San Diego by the Fugitive Task Force overseen by the U.S. Marshals Service.

He was booked into San Diego County Jail on June 28 and incarcerated there until July 5, when he was transferred to jail in Santa Cruz County, according to San Diego County Sheriff's Lt. David LaDieu.

Ashley Keehn, spokesperson for Santa Cruz County Sheriff's Office, confirmed that Nguyen was booked into their county jail on July 5 on the six felony charges. The Santa Cruz County Sheriff's Office is the lead police agency on the consolidated case against Nguyen and still considers the investigation open and ongoing.

Mahan said he did not yet have specifics about whether the two charged cases were tied to allegations from victims from the Tri-Valley, nor about the status of the review by his DA's office of other investigations involving Nguyen submitted by outside agencies.

The timeline of the case reported to Pleasanton PD aligns with one set of charges in the criminal complaint, but according to Sgt. Marty Billdt, the department has not been informed about any charges resulting from their case. The Livermore PD investigation centered on a crime allegedly occurring in Livermore in 2014.

Both Tri-Valley agencies were first contacted in 2021 by individuals identifying Nguyen as an assailant in sexual assaults during the time he was residing in the area.

According to Billdt, someone reported to Pleasanton PD in 2021 that they were raped in the 2015 to 2016 timeframe in the Santa Cruz area, alleging Nguyen was the assailant. Pleasanton police forwarded the case to authorities in Santa Cruz County, the sergeant said.

Also in 2021, a person reported to Livermore PD that they were sexually assaulted by Nguyen in that city in October 2014, according to department spokesperson Azenith Smith.

Livermore detectives investigated the case and discovered Nguyen was a suspect accused in similar crimes in other jurisdictions, according to Smith. The Livermore investigation was completed and the case was forwarded to Santa Cruz County prosecutors for consideration of charges.

The Santa Cruz County Sheriff's Office declined to answer questions about other investigations potentially centered on Nguyen but not yet charged.

"Due to the ongoing investigation and criminal case, there are no further details I can release at this time," Keehn told the Weekly. "We are asking anyone with information or who may have been a victim of a crime involving Mr. Nguyen to report it to their local police department."

KANSAS CITY, Mo. — Many homeowners have complained about the Jackson County property tax assessment process this year.

Now, the KSHB 41 I-Team found out that the county is withholding money to make sure the company doing the assessments meets its requirements.

Troy Schulte, Jackson County Administrator, confirmed to I-Team reporter Sarah Plake that the county is withholding $6 million from Tyler Technologies' contract, the firm hired the generate the property values.

Tyler Tech was granted an $18 million contract in total.

Mod Op, the company the county hired to handle assessment communications, takes issue with some county officials and legislators using the term 'withholding'.

Mod Op wanted to clarify that Tyler has not billed the county yet for the $6 million remaining on the contract, so the county hasn't issued any money.

Schulte said Tyler Tech has had several issues this year, including its phone system not working properly.

Schulte told us Thursday that the county has daily conversations with Tyler to make sure they're meeting their requirements. It's because of the ongoing issues that they haven't released the rest of the payments, Schulte said in a follow-up conversation with KSHB 41 Thursday.

KSHB 41 News has heard from homeowners who can't get through to anyone when they call to appeal, or they're disconnected while on hold.

This happened to Frank Hanis.

"I was number 31 in line. I waited a long time," Hanis said. "I was number two in line and that's when they hung up."

Schulte said Tyler Tech was supposed to turn in the property value data to the county by October 2022, but the county didn't receive the data until four months later in February.

The deadline to appeal property assessments was extended to July 31.
